The companies callers are put through to hold the Air Conditioning and Refrigeration Contractor license that Texas requires for this work. They send the technician, diagnose the system, quote the repair and do it. You deal with them directly and you pay them directly.
The diagnosis and the price come from the licensed company that sends the technician.

The call is answered by an automated assistant, day or night. The number also handles roofing and pressure washing calls, so the first question is which one you need.
You say what the system is doing. No cooling, no heat, water on the floor, ice on the lines, a noise. One sentence is enough.
You are transferred to a licensed local HVAC company, which hears a short summary before it picks up.
If it cannot answer, your name, number and the problem are passed along for a call back.
What the line will not do

Recommend a replacement over a repair. The technician makes that case, and you can always get a second opinion.
