There, the windstorm program covers more than roofs: TDI lists air conditioner units and other mechanical equipment among the items that need certification, which in practice means an outdoor unit properly anchored to its pad. If your house is on that side of the highway and carries or may need TWIA coverage, ask your installer to schedule the windstorm inspection. West of 146, which is most of the city, this does not apply.
Inside Pasadena, a new system is permitted work, pulled by a contractor who holds a Texas Air Conditioning and Refrigeration Contractor license. You can confirm any company's license on the TDLR license search.
